If the person died in a different county than where his/her property is
located, the will would be probated where the property is located. This
could be the case if they were visting someone in another county or if they
were ill and went to a hospital in another county. If that is not the case,
then they probably just did not have any significant property (such as land)
and they may not have even had a will. If they had a sizeable estate (other
than property jointly held) the property would be distributed through
probate, even without a will, to the legal heirs. Of course, as we all know,
some of those older records have been lost or destroyed.
