I believe I have found your Joseph in the 1870 census for Montgomery Co. (Luckily, the CD is indexed!)

It shows:
Brown, J.M. age 33, Farmer, born TN
Sarah, age 33, GA
J.H., male, age 3, IL
S.E., female, age 1, TN

They are in Audobon Township. No other Brown fits the criteria you mentioned, so this should be yours.

For Robert A. Brown, the closest I can find is R. Brown, age 27, born TN, living with Jesse, 62, and Sarah, 60, Williams, also of TN. They have a dau. Mary Williams, age 20, TN. Also living with the Williams are George, Albert and John Frost(?). Looks good? The Williams also have children named Martha, 15, and Wm., 18. They are in Irving Twp. Census date is June 23, 1870. Jesse Williams values his farm at $7,500, pretty good in those days. R. Brown values his at $1,000. Not as poor as most?

Hope this will help you. By the way, the 1870 AIS index at Ancestry.com does not find anything in IL except Cook Co., and in IN for Marion Co. I reported this, got a rather "canned" reply that they are "working" on it. Who knows? Makes searches difficult.
