Hi Roslyn,
I checked ancestry for Hugh Starkey & found that they have not yet indexed Edgar County. If you don't mind waiting for awhile, I can do a manual search page by page. Hopefully someone else will come up with your Hugh, but I will try to look for you.

Hugh Starkey enlisted in the civil war in 1863-did they do a census for
1860? He enlisted from Bloomfield, Edgar County, Ill. I need to know what
household he was listed under in 1860.
Were children listed in the 1850 census by name?
this is a different Starkey than Hugh K. who enlisted from Gallatin co.
