Hi,
In Sangamon Co, IL at the State Department of Vital Records (more
expensive than the county building but where you need to go in this
instance) I have received Birth Certificates for folks whose birth did
not meet the 75 year rule.
What you do is that in the Death Certificate to show this person is
deceased and then you can get the BC. It helps alot, if this is a direct
line ancestor.
