Cynthia - Tazewell has always been a County. They WILL send marriage records
BEFORE 1916/1920?....not after that. Write to the Tazewell County Clerk,
Tazewell County Courthouse, Pekin, IL.
I have some information from a marriage index published by the Tazewell
County Genealogical Society. Here is yours:

WHITFORD, John A. - age 25 - resides Manito, IL - farmer 1st marriage - born
Medina Co, OH to John Whitford and mary CHANDLER. Married Sept 1, 1878 at
Green Valley, IL to Martha A. WHITEHEAD - age 29 - resides Manito, IL - 1st
marriage - born Olden, England to Robert Whitehead. Witness - A.C. BYERLY
