Yes, but that may be for a different reason in 1900. After the French-Prussian War of 1871 ended in resounding defeat of the French, all of Alsace and a good part of Lorraine were ceded to Germany. So a person saying on a 1900 census that they came from Germany may be true in a sense. That does not explain 1860. The census taker may have had no idea what Lothringen was, but figured it had to be something with Germany as these Schaeffers only spoke German. Even a native German might not know this.
