Most who eloped in Ohio seemed to have gone to Indiana or Kentucky if KY was closer -- but seems that I see more eloping in that town in Indiana (name eluding me at moment) -- it is the town just inside the Indiana border where I70 enters the state from Ohio. Try that town.
Another thing -- most women who were previously married went by their previous married name, not maiden name -- if she was married then look for that surname instead of her maiden name.
