Jessie apparently is the second wife of Carl Schmitz. I found a marriage listing in the WPA INDEX TO MARRIAGE RECORDS FOR MADISON COUNTY:
Carl W. Schmitz m. Susan M. Downs on June 16, 1909 (book 21, p. 86)
Carl was b. September 27, 1884 and Susan was b. April 16, 1889
They had a least one child:
WPA INDEX TO BIRTH RECORDS FOR MADISON COUNTY:
Berkley A. Schmitz born to Carl W. Schmitz and Marguretta Downs on February 26, 1911 (book 2CH-4, p. 40)
Susan and her son died the same day:

Schmitz, Barclay A. d. age 2 on March 15, 1913 in Alexandria (book H-29, p. 29)
Schmitz, Susan m. d. age 23 on March 15, 1913 in Alexandria (book H-29, p. 29)
I was unable to find a marriage date for Jessie to Carl in either Madison or Hamitlon counties. But it would have to be after March 1913 and before the birth of Ellen, their first child.
(The 1910 census had Carl and Susan with no children living in Alexandria, Madison County, Indiana.)
