Or it may be...ED 49-450...INDIANAPOLIS CITY, WARD 4 (PART), BOUNDED BY (N)
52D; (E) RAILROAD TRACKS; (S) 46TH; (W) COLLEGE AVE.

That is the best I could narrow it down for you, if I even did it correct.
