I want to say yes, but I can't remember for sure when those came in to being. I believe some time in the late 1880's there was an application book, license book, and return book all in use. Around 1900 these were combined into an application/license all in one book.
One way to tell is if you have access to the WPA marriage index for Newton County, if there is one entry, there is only a license or application/license. If there are two or three entries for the same marriage, then there is an application and return as well as the license.
