I will first, go through the library and list all the years they have obits in book form for everyone to know, tomorrow, been meaning to do that. The library does not actively collect obits, but leaves that up to individuals like Austin Cox to do that and others in the past. This is a labor of love, as Austin does this in his spare time and at his own cost to make copies and get them in to be bound. Thanks Austin! The library does have one Winchester newspaper on microfilm to look at, but the museum has more to offer. (The Allen County Public Library also has a copy of these books.)
Now as far as contacting a county official office, that depends on what you are wanting to get info on. Birth and Death records will at the County Health Deptment (in the new RC Family Ops Center Building) and things like wills, court records, marriages, divorces, and legal adoptions up to 1944 would be the clerk's office of the county court house, that would be clerk - Claudia Thornburg now. I can look in the county death book indexes to see if he died here and get the date if so. Then it would be really easy to get his obit if there is one, other wise I'll have 9 years worth on newspaper to read through to find it if those years have not been collected by Austin and others as of yet.

I can not find a United Brethern church here in the phone book, but I would try that route as well, maybe a headquarters office could be found in a web search. There is one listed (a church) in Muncie.
