My ggg-grandfather was a Sylvanus Palmer, born in Ireland during the time you mention, and emigrated to America in 1843 with his brother Blaney. By 1850, they were both living in Ripley County, IN, where they stayed and raised families. Could this be the same Sylvanus you are looking for? How do you know the exact birthdate?

Please write, I'm very interested in what you know of your Sylvanus Palmer!
