I have seen one (STAFFORD, I believe) from the last 1800s that said it
wasn't for publication. I assumed they just didn't want it published in the
newspaper. First-time marriage for both partners. I just figured they
didn't want the attention. When I was in the hospital having babies, they
always asked me if I wanted it published in the newspaper. I guess I
figured maybe this was a routine question even back then.

I see how it could denote some drama, though.
