Does anyone know if there were any orphanages in Starke county in 1866?

My great grandfather John Alonzo STEVENSON told his children that his mother
died in childbirth and that he was raised in an orphanage. He was born in
Starke county 1866. I can't find him anywhere in 1870!!! He was not living
with his mother's or father's family--they all lived in Starke county. I
found him in 1880 living with a family in Starke county as their "servant".
I can't find any connection to this family, so I'm guessing they hired him
out of the orphanage????

If there weren't any orphanages in Starke county, what would've happened to
a baby back then if no one was willing or able to take care of it?
