You might try your local Bar Association, asking for (free) pro bono legal assistance, to obtain information from the person (the former foster mother, or her husband Gary) who know the answers.

Or ask for name of private investigator, recommended (by church, police, etc).

"I' m looking for my son JONATHAN who was born on Aug 17, 1975 in Evansville, IN. He had foster parents by the name of Rev. Gary & Carol Candlish. I have reason to believe he was adopted by Gilbert & Kathy Paul who are living in Davenport, IA. It was told to me that my son is building tractors, which leads me to believe he is working for the John Deere factory. He is 1/2 white & 1/2 black. Please, if anyone knows my son, tell him I'm looking for him. Thank you."
