The intent to become a citizen can be found in any county or state. Just a clue to you our Legross family was from Luxembourg. Have you checked the census records to see what he told the census taker. Later census 1880 towards today the census taker was told not to put the specific name of the state they were born in but a generalization. Luxembourg was an independant state of Europe for some of its existance and at other times it was french state and others german. Also note that the surname can be spelled Legros which is how all documents we have from Luxembourg and US has it spelled in our family. But standard spelling was the recorders choice so we end up with all kinds of variations since so few people could actually read or write.
