When you write to the GRO tell them the marriage was in Belfast in the third
quarter of 1899 and the probable reference is Volume 1 Page 261.
Each marriage is indexed under the grooms last name and again under the
bride's last name and a good check to see if you have the right pair when
searching the index is to look for the less common surname first and note the
Volume and Page #s then check under the other partners name and the Volume
and Page numbers should be the same! Giving the GRO the references makes it
easier for them to locate the certificate you need.
