Here is a link to the Philadelphia library http://www.library.phila.gov/. It
list its 55 branches. For the central Library on Vine ST it has this
description of the newspaper collection
The Newspaper Center has the largest collection of current American
newspapers in the Delaware Valley area. Our collection also includes
newspapers from major cities around the world and local community papers.
Over 400 Philadelphia newspapers are on microfilm dating back to 1720.
Fee-based online access to more than 500 databases is provided by the
Database Center. This service also provides fee-based searching of the
online full-text access to The Philadelphia Inquirer (1981 to the present)
and The Philadelphia Daily News (1978 to the present).
