Not sure if this will help you or not. Check the COUNTY COURTHOUSE.
My husband's great grandfather came to USA from England. When my husband went looking for his naturalization papers he went to the county court house in the area where the family had settled. He found all of the papers in the county courthouse, I believe it was with the prothonatarian office. He found all the naturalization papers for his Great Grandpa Andrew Smith, and also for Great Grandpa Thomas Williams, and Great-Great Granddpa James Hodge. Then while talking to a relative one day and sharing the info, the relative told my husband that they had a photo of Great Grandpa Andrew Smith and it turned out to be the photo from his passport he used to go back to England on a visit. My husband was able to use the number on the photo and get further info from the government. If any of this is of help, and you have further questions, I can check further with my husband as to all procedures he used (forms etc).
