Can someone explain what these files are or refer to?

"The items concerned are 3 files or
portions of files of the Convict department of the Chief Secretary's
Office - refs: CRF, nos, C43/1851, D35/1851 & S10/1852 and two items in
the Chief Secretary's Office Registered Papers (CSORP)for 1849 ( nos.
17/651 & 17/739). The TR reference which you quote is to an entry in a
Register of Convicts sentenced to death or transportation."

How much in US is 20 Irish punts?
Is this to much to pay for this info?
