Yes, was mandatory beginning in 1864, but that didn't necessarily mean that all were registered due to many variables. If one had to travel too far, or one didn't have the money to pay to register, it all made a difference. Many times the birth dates were changed also, as there was a fine if a child wasn't registered within 30 days of birth. So birth dates were often fudged.......as not to pay the fine.
