On a recent visit to my "cousin in Wexford" I met a relative of his who is a stonemason, does headstones etc.. these are the boys for the job as they negotiate with the priests and local councils etc..
I'm sure you would need permission from the local council for council graveyards much as you do here in the UK or from the parish priest in relation to church graveyards. I believe they are somewhat expensive to do (here in the UK anyway) and in most cases are not really allowed as they interfere with the cutting of the grass in some of the graveyards.

Now a question for the Islanders. Where or who would one see about putting
low railings around a couple of my ancestors' graves? I've had a couple of
gravestones and graves reburbished, and would like to put a decorative low
railing around them. The man who did the graves doesn't do that sort of work. My
other option is a permanent floral arrangement on each - not plastic - a metal
(bouquet) sculpture, perhaps....something that doesn't require a lot of
upkeep, since I'm here and they're there. Any input and ideas will be appreciated.
