Can't help on that one Zillah as this was sent in by one of the IOW listers.
But I think you will find there are a few websites that deal with smuggling
on the Island as well as the mainland
and maybe he was a "partner in crime" or an excise man who was after Richard
Stevens!!
Glad you found the website useful though!!
We were nominated for the Hants County Council Web Award but lost out to a
site on British Toilets!!!!
Must be a moral there somewhere!!!

One of those interesting things -- I checked out the site that Chris
and Caroline mentioned, and the name James ATTRILL jumped out at me,
because of a link with my earlier question on the List about what
"The Yards" on the Isle of Wight might have meant in the 1901 Census.
The person who was born at "The Yards" was an Elsie K Attrill, niece
of a distant relative Richard STEVENS. Elsie was only 14 in 1901, so
as James ATTRILL hit the headlines in 1816 she'd not be a close
relative, but it is intriguing.

Richard STEVENS himself was 60 in 1901, was a retired policeman, and
appeared to running a boarding house, with a wife who was 23 years
his junior. Now I am wondering what connection Richard STEVENS had
with James ATTRILL, if any.
