The general format is as follows:

Egregio Sindaco
Commune di (name of the locality)
(Street address, if known)
(Postal code followed by the name of the locality, including the province
abbreviation)
ITALY

In your example it would be:

Egregio Sindaco
Commune di Mergo
60030 Mergo AN
ITALY

Egregio Sindaco
Commune di Rosora
60030 Rosora AN
ITALY

Egregio Sindaco
Commune di Serra S. Quirico
60030 Serra S. Quirico AN
ITALY
