Hi Jo,
I had a family in Kansas and had some problems figuring out what the state
requires also. To find the document they seem to demand the very information
you are trying to find out FROM the document. All you can do is just give
them what information you have. Unfortunately, the state does not have much
in the way of earlier birth records. My great grandmother was born in 1892
and neither the state nor the country has any record. Perhaps a church would
but I haven't gotten that far. Kansas was a late starter in record keeping.
Indeed, some local county offices might have something but it's strictly hit
and miss.
The site for information on vital records in the US is at:
http://vitalrec.com/index.html
for Kansas go to: http://vitalrec.com/ks.html
I did get a death record from Kansas without all the information they
demanded. I didn't know the date, not even the year but they searched a
three year period for me and found it.

In the absence of birth records, you might have to try for census records and
Kansas did have a state census. See: http://www.kshs.org/library/cens8ks.htm
The state is immensely proud of its Historical library. That can be accessed
at:
http://www.kshs.org/
Good luck with your search.
