I just wish I could have been more help to you. I have an awful time searching in KS. There is SO little information online. Hopefully, someone will list vital stats and such someday.

Well Karen, here it is two weeks later and guess what? After a lot of searches I have finally found Aunt Lucy. I don't have her in the 1900 census but I do have her after that. In 1910 she is living in Pushmatah Co., Okla. with husband of 8 years, Joseph B. Galligar and 2 children. In 1920 she is in Garfield Co., Okla and in 1930 she is in Ellsworth Kansas. The Galligar name was mis translated a lot of different ways. I do believe that she was in Okla in 1900 and her name then was Callen So the search goes on. I do hope to find more about her at some other time. There is not a lot online about her counties. again thanks of caring and answering.

Can you give any other information? Such as, what was her maiden name?
Approximate year and place of birth? Siblings or parents names? Don't be afraid
to search alternative spellings to names either. Many times the enumerators
spelled names as they sounded to him, not as they should have been spelled. Lucy
might be found as Lucille, Lucie, L. with middle initial. Did you try the
conventional spelling of GALLAGHER? She may be living with another family member
or living as a domestic servant in a private household. Also don't forget to try
other areas than you think she would be. I was surprised to find my grandmother,
who was born in Kansas, grew up in Ohio, at age 25 in Enid, OK working as a
domestic servant and resided one block away from the man who would later be my
grandfather. Now I know how it is they most likely met.
