Citizens living in Indian Territory were supposed to be included in the 1870
census.

You mentioned you couldn't find him in 1880 but didn't mention 1870 and I
wasn't sure why. I'm sure many of them were missed. I think the Kincaids
were pretty good at dodging census takers in general.
