The surname index only goes up through the 1900 census. I did the index so
I can guarantee you their are mistakes and names missing. Anyone who has
tried to read old handwriting knows that they are are to read and for
instances my family name of Lutton often gets interpreted in old handwriting
to Sutton.

So far, the only newspaper I've checked was the daily version of the Ottawa
Herald. I can check the weeklies as well. Sometimes they had more info;
but sometimes they didn't.

Yes, there was an 1895 Kansas Census. In fact, the library has microfilms
of the state censuses from 1865-1925 (for Franklin County). They are
indexed by surname only, so there's no way of telling how complete the
indexes may be. Kansas took a state census every 10 years, in years ending
with a 5. I'm not sure they continued after that. I remember the census
taker visiting us when I was a kid, but I don't remember anyone doing a
state census. The only recent one I know of was taken in 1988, by mail.

The 1885 and 1895 state censuses are probably the best ones for tracing
families around the missing 1890 Federal census. I've narrowed some time
frames by using them. However, Joseph Loshbaugh may not have been here in
1895 if he was still living in Oklahoma in 1900. I can take a look at the
state index and see whether anything looks promising.

I would almost bet that Joseph had family here. Ottawa's population has
hovered around 10,000 for at least the last 40-50 years. It's not a place
people rush to! I don't imagine that many have come here to retire, unless
they had relatives in the area. Or longtime friends -- another possibility.
You might check your notes to see whether you have any clues that you didn't
realize you had. Were there no family stories passed down to you? Maybe
those, too, if you have them, would provide some direction. There's usually
at least a nugget of truth in them, even if we have to dig deep to find it.

I'll keep on thinking of different things to try. Some of my best ideas
come after I've shoved the subject onto the back burner for a while.
