Hi everyone! Would someone please give me advice regarding Delayed Birth Certificates? I have been told they are issued in the county they are presently residing in AND also told that they are issued in the State of Birth. Which is correct ? This person was born in "Indian Territory" on the census 1900 and Kansas on 1910 census.
