Hello,
I am just going to respond to you by saying logically how this sort of thing
is handled in OH. That might not be true of KY. First of all, you need to
be contacting someone in the City Planning Department of the County of Bell
Co. in Pineville. I have no idea what the name of the department would be
called there. I would be finding out who precisely owns the cemetery land.
Perhaps someone in their PVA Department. Is it on private property, is it on
dedicated county land and who is responsible for its maintenance. The City
Planning Department or whatever they are called probably also can tell you how
plots are allocated in that cemetery and if there is a so-called master plot
list. Then you could go from there.
