According to the book, "History and Memories of Carlisle County", by Ran Graves, Chapter XVI, he wrote:

"In the year 1822, William Milburn settled in what is now the town of Milburn. As you can see by the date this is one of the earliest settlements in Carlisle County, and was settled 64 years before Carlisle County was divided from Ballard County, and only 3 years after the land was purchased from the Indians."

"Hickman County (formed 1821), at that time, was the only county in the Jackson Purchase area of Kentucky."

Comment:
Milburn became part of Ballard County when that county was formed in 1842, and then part of Carlisle County when it was formed in 1886.

So, 1822 to 1842 Hickman Co., 1842 to 1886 Ballard Co., 1886 to present Carlisle Co.

Note - Milburn was settled two years before Graves became a county in 1824.
