Can you help with a dilemna?

1870 Federal Census - KY, Knox Co., Subdivision #93, Flat Lick
Written page #97 Printed page #413 Dwelling/family #2:
Mills, William - 57, M, W, Farmer, 100 PE, KY...
Chany - 23, F, W, KY
Martha - 5, F, W, KY
Rosy - 2, F, W, KY
William - 1, M, W, KY
Mills, Nancy - 18, F, W, KY
Fanny - 12, F, W, KY
Mary - 10, F, W, KY

Some have Fanny and Mary as well as Nancy as William's children. If Fanny and Mary are
William and Luchaney's children, then where were they in 1860? They are not on that
census. Fanny should at least be on it. And, why would they put Nancy on the census as
they did?
