Yes. The County Commissioners (or whatever the locals called them) also
made up the monthly court. Sometimes they made assignments, and if not
carried out, the people could be fined. They were given a crew of 3-4 to
help. It was always in an area that touched their land. After a couple
years, they could ask that direction of the road work be handed to someone
else.
