I have a History of the Concord Association, and on page 5 it lists James Baxter in a list of preachers from Aug 1827.

On page 8 a James Baxter is listed as one of the Messengers who attended associational meetings from Greenup's Fork Baptist Church during 1840.

That's all I can find on him.
