The ARJ files.
If you download the files and only have a shareware version of WinZip,
you'll need to download a program to uncompress the arj files. (I found
this by using Yahoo search engine and searching for compression and arj
(200.4K):

I had more success with arj230.exe rather than arj250a.exe versions.
These are dos programs so I shutdown the machine to run in dos (for Win95).
But there is a trick to first using the program.
For arj230.EXE only:
The downloaded program is arj230.exe.
So type in arj230 at the dos prompt.
At the continue extraction? prompt you enter: arj230 -t
At the Yes, No, Quit prompt you enter: y
To then run the program you then type: arj e filename
where filename is that which you downlaoded,
eg. the glamorgan census is ukc_gla.arj
