You listed the details of a Blundell family as shown below but weren't
clear about which year the details might relate to.

From the way you have phrased the above details it would seem that this
is the snapshot of the family as it might appear in the 1901 census with
presumably Robert and Joseph being 18 and 15 respectively.
If that is the case then there is a fair chance the family can be picked
up on the 1881 CD Census transcription as a check on the details you
have supplied.
The following family is the closest match, and really the only one,
which is a little surprising as I thought it was a reasonably common
name in Southport.

Four of the names match although the ages are out by up to fourteen
years in the case of Peter Blundell and seven in the case of Ann
Blundell. If, and that's an underlined * if *, this is the same family
then it may explain why you haven't found Ann(ie) Blundell's birth
certificate. Mount Street is a mile or so away from Boundary Street.
I'll leave it to Catherine to check on the availability of the 1901
Census at Southport Library but I'd be interested in your thoughts on
the above.
