When using those (or any microfilm readers) if the black marks and streaks move as you move the viewer, then the glass through which the film is traveling is dirty. Often you can take the film off the machine and open the "jaws" and rub with a Kleenex. Sometime you may have to rub quite hard. Also, to clean you need to clean the top and the underneath of the top glass and the top of the bottom glass. Some of the time, the film is old and that may the the problem with getting clear copies.
Try this, I know that libraries never clean those machines and I have had great success cleaning them for myself.
