Not really sure about the Gretna marriage, but I would imagine you would
write to teh Vital Records Office in New Orleans. Isn't Gretna in Orleans
Parish?
(Forgive my ignorance.) If it's part of St. Bernard Parish, then you would
contact its own Vital Records Office.

Thanks Norm for straightening me out about the correspondence between the
VEA, VEB, etc. and which JP. I didn't know that.
