Well, the problem tends to be that this will eventually go down into people
just complaining about it and not solving the issue.
But...I have to say I have complained loudly and frequently to them and I
have seen improvements in the search algorithms. They have emailed me
several times about how and when I expect different results and a lot of the
results have been cleaned up considerably, particularly in my area of
specialty, Michigan.
The problem tends to come because they decided on standards partway into
their site development, so the first projects tend to have non-standard,
incorrect entries into them - something like you might find my Needhams who
should be in Queniborough, Leicestershire, England with results from
Leicester, Queniborough, England, and Leicester, England. So you have to
fight the search a bit. While Ancestry arrived at the same problem via a
different way, Peter over at Lost Cousins talks about the same problem and
how he fought the search engine and won:

when you have a town that shares its name with another place in the world
(like Greenville in the UK, Greenville in Canada, and multiple Greenvilles
in the US!). You have to be specific and yet try different tactics to get at
the same thing.
Its not the best system or the worst (Ancestry by far takes the cake in that
regard in my opinion), but they do actually make changes to it. My point is
that the developers don't read this list, nor any other mailing list. They
don't know there's a problem until we tell them, and then insist that they
fix it or give us the solution to the problem.
Rootstech is coming (I think its this week?) and they are supposed to
announce significant improvements to the system again.
