I would completely agree with you that any user needs to learn how the various databases function

I am a little confused by your last statement though

Under what circumstances are you describing where a search gives priority to the County ?

Are you saying from the advanced search page (old search of course) or in each census year ?

I ask as I can't replicate your assertion but perhaps I am searching in a different way or from a
different page?
