Hello, Gregory,
Lithuania's leaders have declared, that Lithuania wants to become EU member about 5 years ago. EU leaders have answered then, that if Lithuania wants to become EU member, she must to accept all EU directives regarding Lithuania. There was a lot of such directives. EU demanded from Lithuania to rise the taxes, to abolish privileges for investors, to close sloughterhouses, to eliminate competition in public utilities sector, to close atomic electric power station, to abolish duties for goods from EU, etc. Because of these directives the prices of agricultural land had decreased 10 times, the prices of immovable property had decreased twice in Lithuania. I think EU leaders really don't wanted to let new members into EU. They expected that people of states candidates will vote against membership of their countries in EU.
Many EU directives have took power in Lithuania automatically, when Lithunia's citizens have voted in referendum for Lithuania as EU member.
Remember, that president of France Zhak Shirak have sayd, when countries of Central and Eastern Europe supported USA in war against Iraq. He have sayd, that these countries don't have right to have their own opinion, especially if they want to become EU members.
