After a night's sleep an a bit of cogitating, I seem to recall that all
Foreign births of British subjects had to be notified to the nearest
Consulate.

I have seen these documents at P.R.O.Kew under a CO reference (Colonial
Office), and I wonder if there is not a special File in the St.Cath's House
Indexes.
