I am tempted to say `The Registrar General' - however, basically,
Marriage indexes stop at 1837, when the GRO indexes start. So first
check the IGI, in case the ancestral parish happens to be one of those
included, and if not, it is the hard slog through the indexes, then
getting a certificate from ONS at Southport (since local registrars
don't have a consolidated index for marriages.)
