Hi,
I would have to think that this wld be the 2 percent sample of 1851 census.
I took a look at the web page and it lists the counties covered in the
census with a number of individuals referenced beside each county and in the
case of Lancs (56k) and Middx(36k) There were certainly more people residing
in these areas at that time.
