it appears that these are photocopies of parish records or census
copies, which are not 'certificates' or 'registrations' in the normal
sense of those words.
If the original enquirer was asking for copies of actual birth marriage
or death certificates, I think it is very unlikely that the LDS would be
allowed to supply them. There may be some arrangement for an LDS person
to order certificates at the noirmal price from ONS, but this cane be
dome direct by any individual.

I am not sure what this means - if it is the GRO reference (i.e. from
the indexes of registered BMD, this facility is surpising and very much
worth knowing

That does suggest the paperwork incvolved is a photocopy of some event
on the films they hold (again, surprising they don't charge for the cost
of the copy)
