Hi Karen,
The whole UK was covered by the 1851 census but the returns for Ireland were
destroyed.
The only areas on CD are Devon, Norfolk and Warwickshire (LDS) and
Gloucester & Bristol with some adjoining parishes (Gordon Beavington) and a
2% sample of the whole country.
There are locally (and laboriously) made indexes for various parts of the
rest of the country.
