Hi Frank,
As IGI entries rapidly fall off after 1837 (ewhen civil registration was
inrtroduced) you are unlikely to find entries for 1898 (there are, almost
literally, one or two!)
You need to search the GRO quarterly birth indexes and order up a birth
certificate. Also search for the marriage of William and Eliza.
