Hello Jack and other listers who might want to order certificates
There is a gentleman called Anthony Lambert on the Lancashire list who runs
a not for profit service certificate service. I don't know him but he seems
to be a genuine sort of fellow. He transcribes census returns and posts
them on his website for free access. His signature is
B D & M Certificates: Pay with a non Sterling Cheque or by Credit Card and
get them direct from the local office of the Superintendent Registrar. See

From comments on the Lancashire list, those who have used his service are
very satisfied.
Hope this helps with the problem of either not getting or getting the wrong
certificate from the GRO. The local offices are usually a bit more willing
to search for the correct one, probably because they don't have as many to
process as the GRO do.
