Hi,
I have only heard of "Victualler" being used as part of two occupations:
"Licenced Victualler" i.e.. Inn/Public House/Beer House/ Wine, Spirits and
Beer Seller, or,
"Ship's Victualler" who supplied food and drink to ships.
