I believe the concept is that vouchers are available for those that either
do not have or do not wish to use their credit cards on-line. The discount
purchase of vouchers is aimed at both the professional researchers who will
use the service extensively and at the likes of family history societies
who would then resell vouchers onto their members etc, presumably at a
higher price thus generating an income source from the sales.
